IS WAR BETWEEN RED CHINA AND THE SOVIET UNION POSSIBLE?

Dear Friend:
A sick joke has been going the rounds to the effect that the optimist is having his children taught Russian while the pessimist is having his children taught Chinese. A variant of this joke is that the pessimists are living in dread of a future war between Red China and the United States while the optimists are looking forward with hope to war between Red China and the Soviet Union.

      Many prominent people are now predicting war between Red China and the Soviet Union either in the near of distant future. It is assumed that such a war will find the United States either neutral or allied with the Soviet Union. A corollary of this assumption is that American foreign policy, as it relates to the Soviet Union, should be one of appeasement.
      The question of the possibility of war between Russia and China is of the utmost importance. An intelligent discussion of this question must take due note of both communist theory and practical politics.

Communist Theory
Marxism teaches that war is the child of capitalism, and that war between socialist or communist countries is unthinkable since the cause of war has been destroyed.
      The most powerful recruiting argument of communism has been the blunt statement that the triumph of communism automatically abolishes war. Whittaker Chambers stated that every intelligent person of his acquaintance who embraces communism, did so because of the Marxist argument that capitalism inevitably caused depression and war, and that the abolition of capitalism would produce peace.

Marxist Analysis of Capitalism
The Marxist argument that capitalism causes war is very persuasive. I will attempt a brief summary. It states that capitalism produces goods and distributes money. Because of the profit retained by the capitalists, the money distributed is never adequate to purchase all the goods produced over a long period. The following cycle therefore inevitably occurs: Production, overproduction, unemployment, diminished purchasing power, increased overproduction, increased unemployment, recession and depression. Capitalism solves the problem of depression with its economic stagnation by war which releases money to the population to buy up the surplus goods.
      Millions of students throughout the world accept this argument.
      Since there are no capitalists and no retained profits in the economic system set up by communism, this cycle does not exist and therefore the necessity for war ceases and war disappears.
      To the communist who accepts this Marxist doctrine with absolute faith, war between socialist countries becomes unthinkable. Since both Communist China and the Soviet Union are governed by communists devoted to this doctrine, it would seem that both countries could ignore any possibility of war between them. The doctrines declare war impossible.

The Capitalist Soviet Union
The proverbial fly, however, has appeared in the Marxist ointment. Today those in control in Communist China state that the Soviet Union is a capitalist country. They state it was formerly a socialist country governed by the "dictatorship of the proletariat" but that a bourgeois counterattack has now recaptured Russia for the capitalists and that socialist economy has been replaced by capitalist economy. They claim that the "dictatorship of the proletariat" has been replaced by the "dictatorship of the bourgeoisie."
      Since Russia is now capitalist, it will obviously need war to solve its economic problems. It’s therefore quite likely to attack Communist China. Communist China must, therefore, build its military defenses to meet the dreaded capitalistic assault and preserve socialism. It may even be necessary to initiate military action to forestall capitalistic plunder. This is the way the Chinese Communist leaders see the situation.
      Surprising as the information that the Soviet Union is now a capitalist state may be to most communists and noncommunists, it is central to all that is taking place in Communist China at present.
      Consider the following statement from an article in the "Liberation Army Daily" published in the "Peking Review," July 15, 1966. It is pertinent to note that the head of the Chinese Communist Army, known as the "Liberation Army," is Lin Piao"
      "The anti-Party and anti-socialist activities of the bourgeoisie’s representatives on the ideological and cultural fronts are intended to open up a road to the restoration of capitalism.
      "We know from historical experience of the proletariat that the bourgeoisie invariably uses two tactics in working for a counterrevolutionary comeback. One is armed suppression of the proletarian revolution. . . The armed counterattacks of the bourgeoisie, whether alone or in collusion with the forces of international reaction, are an obvious, military form of staging a comeback. It is easier to see and to notice, and people are more alert to it. The other form of staging a comeback is ‘peaceful evolution.’ It starts operating in the sphere of ideology in order to prepare public opinion for a comeback, for subversion and a counterrevolutionary coup d’etat. Once the conditions are ripe, they will seize state power and restore the dictatorship of the bourgeoisie. People often fail to see this, fail to take note of this and are not vigilant against this.
      "The role of advance guard in the 1956 counterrevolutionary riots in Hungary was played precisely by a group of revisionist men of letters of the Petofi Club. The Tito clique of Yugoslavia had long before defected through ‘peaceful evolution.’ The Khrushchev revisionist group used the same method to bring about a capitalist restoration in the Soviet Union. We must never, never forget these historical lessons paid for in blood." (Pages 19 and 20)

The Peril in China
Since socialism in the Soviet Union has been overthrown by a bourgeois counterrevolution, the Chinese Communist leaders have a paranoid fear that a similar fate awaits the Chinese revolution. The purpose of the so-called "great cultural revolution" presently taking place in Red China is to avert such a dread development. Lin Piao makes this point in his speech at a rally celebrating the 17th anniversary of the founding of the People’s Republic of China. He states:

      "Today, we are celebrating this great festival amidst the upsurge of the great proletarian cultural revolution. This revolution is a great revolution, an entirely new and creative revolution, carried out after the seizure of political power by the proletariat. It is to overthrow through struggle the small handful of persons within the Party who have been in authority and have taken the capitalist road, to sweep away all ghosts and monsters in our society, and to break the old ideas, culture, customs and habits of the exploiting classes and foster the new ideas, culture, customs and habits of the proletariat, with a view to further consolidating the dictatorship of the proletariat and developing the socialist system. The historical experience of the dictatorship of the proletariat in the world teaches us that if we fail to do so, the rule of revisionism will come about and the restoration of capitalism will take place." (Peking Review, October 7, 1966 Page 10)

      Chou En-lai, Premier of Communist China, makes the same point in his speech at the same gathering:

      "Our great proletarian cultural revolution was initiated and has been led by the great leader of our people Chairman Mao himself. Chairman Mao raised the question after summing up the historical experience of the dictatorship of the proletariat and class struggle both at home and abroad. The historical experience of the dictatorship of the proletariat cannot be consolidated and that to consolidate this dictatorship it is imperative energetically to foster proletarian ideology and eradicate bourgeois ideology, thoroughly dig out the ideological roots of revisionism and firmly implant Marxism-Leninism, Mao Tse-tung’s thought." (Peking Review, October 17, 1966, Pages 11 and 12)

The Wonderful, Wonderful Bourgeoisie
Unconsciously, these communist leaders pay tribute to the superior qualities of these so-called bourgeois individuals. They always stress that there are only a handful of bourgeoisie at large; yet their achievements are enormous. A bourgeoisie must surely be more than 10 feet tall. The system that creates bourgeois ability must be magnificent if we accept the Marxist doctrine that the economic system creates personality, character, and mine. Some of the achievements of the bourgeoisie are specified in the "Peking Review," July 15, 1966:

      "Over a long period, however, a handful of representatives of the bourgeoisie within and outside the Party countered Chairman Mao’s brilliant ideas with a black anti-Party and anti-socialist line of their own. Using all sorts of insidious and devious methods, they have set up a rival stage in the academic, educational, journalistic, literary, artistic, publishing and other cultural spheres in opposition to Chairman Mao’s line on the proletarian cultural revolution, and they have fought the proletariat tooth and nail for leadership. In a thousand and one ways they have tried to spread bourgeois and revisionist ideology in such ideological fields as the press, radio broadcasting, periodicals, books and textbooks, lectures, literary and art works, the cinema, the theatre, ballads, the fine arts, music and dancing, making frenzied attacks on our socialist system, the dictatorship of the proletariat, our great Party, our great leader Chairman Mao and the great thought of Mao Tse-tung.
      "They usurped the leadership in some departments, newspapers, and periodicals, turned monsters of all kinds loose and refused to carry out Party policy. The reality in these departments was that the bourgeoisie was exercising dictatorship over the proletariat and not the proletariat exercising dictatorship over the bourgeoisie. Bourgeois representatives of this sort include Yang Hsien-chen, the former President of the Higher Party School of the Central Committee of the Chinese Communist Party, Hsia Yen, the former Vice-Minister of Culture, Tien Han, the former Chairman of the Union of Chinese Stage Artists, Yang Han-sheng, the former Vice-Minister of Culture, Tien Han, the former Chairman of the Union of Chinese Stage Artists, Yang Han-sheng, the former Secretary-General of the All-China Federation of Literary and Art Circles, and Chien Po-tsan, Vice President of Peking University, who had been exposed earlier; and Teng To, former member of the Secretariat of the Peking Municipal Committee of the Chinese Communist Party, Wu Han, Vice-Mayor of Peking, Liao Mo-sha, the former director of the Department of United Front Work of the Peking Municipal Committee of the Chinese Communist Party, and Lu Ping, the former President of Peking University, who have now been exposed, and those who backed and shielded them." (Page 16)

      The Chinese Communists see a bourgeoisie under every bed and behind every tree. These bourgeois are so clever that they concealed their true nature for more than thirty years and captured many of the major positions within the Chinese Communist Party. They are so powerful that they have reconquered Russia. Surely the world has never seen anyone like them!

Practical Realities
While it is clear from the foregoing that theoretically the possibility of war between Communist China and the Soviet Union exists, practical considerations make the chance of open warfare remote.
      The communists always prefer war by proxy unless their own base of power is attacked. It is probable that the Chinese Communists are seeking and will seek to organize dissident national minority groups within Russia to engage in "people’s war" against the central Soviet Government. It is also probable that the Russian Communists are trying and will try to organize elements of the Chinese Communist Party to overthrow the group which presently holds power. Both of these developments are quite different from war between the countries.
      The industrial and military technology of Russia, including their advanced atomic weapons and rockets, would make an attack by the masses of Communist China suicidal, while an attack by the forces of Soviet Russia on the land area of Communist China would be pointless and out of character.

The Greater Danger
While this madness sweeps China, the Soviet Union continues to unite the Communist Parties of the rest of the world and to pursue the goal of world conquest by propaganda, economic and subversive warfare. The Soviet Communist leaders are attacking the Chinese Communists because the latter are preventing maximum military aid from reaching the North Vietnamese aggressors. They claim that the Chinese Communist deeds make them allies of the "United States Imperialists" whatever their words may say.
      Brezhnev, the Soviet Communist leader, recently attacked the Chinese Communists for helping the "Imperialists." The following article appeared in "The Worker," October 15, 1966:

"Brezhnev Hits Chinese Leaders’ Refusal of Unity in Viet Aid

"Moscow – In an address to a Soviet-Polish friendship rally in the Kremlin last week, Leonid Brezhnev, general secretary of the Communist Party of the USSR, discussed the situation in China during the course of his speech.
      "‘Our countries, our parties, our peoples,’ he said, ‘denounce the criminal war unleashed by the U.S. imperialists in Southeast Asia.’
      "‘We have been and shall be rendering all-round assistance to the heroic Vietnamese people, political, economic and military help. Such is the position of all Warsaw Treaty member countries who have recently signed a joint statement on Vietnam.’
      "He stressed the task of broadening support for the Vietnamese patriots to repel the U.S. aggression in Southeast Asia, and for the peoples’ anti-imperialist struggle as a whole.
      "‘This is why all socialist states, all communists of the world, all people of integrity supporting the Vietnamese people’s struggle against the American imperialist aggression bitterly regret and sternly denounce the refusal of the leaders of the People’s Republic of China to reach agreement with other socialist countries on join effective actions in defense of Vietnam.
      "‘The Chinese leaders prefer to indulge in fierce attacks on those who are rendering Vietnam broad and effective assistance in its struggle.
      "‘The policy which the leaders of China, the leaders of the Communist Party of China are following in the international arena, particularly in connection with the war in Vietnam and vis-a-vis other socialist countries, the hostile campaign they have started against our party and the Soviet people, the splitting actions which they are trying to take in the international Communist movement, and, finally, the current developments in China proper under the flag of "cultural revolution" – all this has nothing in common with Marxism-Leninism, with socialist policy. This policy, these actions, can only discredit socialism in the eyes of the peoples, mislead them. They obviously add grist to the imperialists’ mill and it is not without reason that the imperialists propaganda so avidly jumps at everything that happens in China.’"

      The Soviet offensive is persistent and sinister. It must be met and defeated. It is suicidal to seek national salvation by waiting for war between Russia and China.

The Future
There appears to be three possible developments that could take place within Red China. These are:

1) The continuance of the present policies with the Lin Piao group in power.
2) An internal coup which would giver power to the "revisionists," the communists who desire fraternal relationships with the Communist Party of the Soviet Union. The probable leader of such a group is Liu Shao-chi.
3) The triumphant return of Chiang Kai-shek to power in China.

      If the second of these possibilities takes place and World Communist unity is restored, the Communist World danger increases enormously even though many would undoubtedly proclaim it the triumph of moderation in China. In the long run, the less spectacular danger may be the greater.
      If Chiang Kai-shek returned and established effective control in China, a major victory for world freedom would have been won. This is a possibility which the Chinese leadership takes very seriously. They discuss this possibility in the "Peking Review" of July 15, 1966:

      "If we do not carry out this revolution but allow the representatives of the bourgeoisie to carry out their schemes of restoring capitalism, some incident of the Hungarian type or some counterrevolutionary coup d’etat of the Khrushchev type is bound to occur. At such a moment, the possibility would arise that the Chiang Kai-shek gang would return to the mainland and that great numbers of landlords and despots and their armed bands would hit back and take retaliation, our Party and our country would fall into rack and ruin, we ourselves would be killed and history be drastically pushed back. Gone would be the fruits of the revolutionary struggles waged by the Chinese people during the past hundred years and more, years in which fresh forces continually came forward to take the place of those who fell shedding their blood and sacrificing their lives." (Page 20)

      Foreign policy which would translate this possibility to reality would be positive, constructive, and triumphal for human peace and freedom.

The Great Dividend
The theoretical possibility of war between Communist China and Communist Russia destroys the greatest recruiting argument the communists possess. It is obvious that the triumph of socialism does not automatically destroy war. The causes of war lie much deeper in human nature than the Marxists realized. Another basic Marxist doctrine is revealed as erroneous.
      Armed with this knowledge, we can dry up the source of communist recruitment. Without the ability to recruit idealistic and intelligent students, communism cannot advance, and its prospects for survival are diminished.

      Since mass starvation is worldwide, it is tempting to regard it impersonally and to feel that there is no point in trying to do anything on a small individual plane. "Let the government take care of it," is the prevailing attitude.
      This is not the Christian point of view. As part of our Christian ministry, we are providing the material necessities to enable Mr. and Mrs. Ch. Devananda Rao, Christian Indian co-workers, to support a large family of orphans. Their family is constantly growing. Mrs. Suvarna Rao writes:

      "‘I am from a village from Mahaboolmagar district over 100 miles from here. I came from a Hindu high caste Reddy family. I have passed 8th grade and this boy is my only younger brother who padded 2nd grade. My father died over 5 years ago by overdrinking of alcohol, etc. My mother went to Nagarjun dam for work and died accidentally 8 days back while working of the project. We ate our food three days back, and we are very hungry’. . . This is the story the boy gave me one evening a week ago. It broke my heart. I immediately gave them hot rice and curry. I asked them to have their bath in our newly constructed baths. I gave them new clothing and admitted them to the school. You will be happy to know that I was able to take them into our home, and now I have 85 dear children besides my own five children.
      "You will be glad to know that our boys now have their own baths, toilets, etc. They do not need to go out now except to school. We have our overhead concrete tank and a very fine American pump to pump the water from our deep well. Now our 6-room building with its large veranda is in progress. Of course, the costs are much higher than our estimates.
      "Before I close this letter, I respectfully request you to please increase the help for our orphanage from September 1, for the 15 new boys."

      $10 monthly is needed to support each boy in the orphanage. Individuals or families may adopt these children and provide $10 each month. Foster parents are given a photo of their boy and regular reports of his progress. Will you help?

      "I taught school for two years after graduation and fell I inspired patriotism in the children and educated them in party concerning the awful conspiracy. I would never have done this had it not been for you and your school.
      "We now find ourselves on the threshold of another marvelous step into our future. My husband is attending Loyola Law School and our career in law, and, very possibly politics, is materializing. How marvelous it is that we have the proper background and the desire, fed by you and your newsletters and books, for more information and better methods to effectively combat this creeping disease.
      "I will feel eternally grateful to you for my education in this field. I have now become an alert citizen and am trying to instill this in my children.

"Linda L. Egbert, Van Nuys, California"

      The stated purposes of our schools of anti-communism are:

1) To instruct citizens in the philosophy, morality, organization, deceitful techniques, and objectives of communism.
2) To encourage students to begin a continuing program of study and applied citizenship to transform acquired knowledge into local, national, and international programs which will be effective in the maintenance of freedom.

      Letters like the one quoted assure us that our purposes are being attained.
      Schools of Anti-Communism for selected University and College students are most valuable. We plan to hold such schools for 1,000 students in Washington, D.C. and on the West Coast in 1967. An investment in these will return great dividends. Your check is eagerly awaited.
      Plans are maturing for the launching of Project Thailand. Dr. Sluis is preparing to go to Thailand to commence our educational work in that strategic land. Have you sent your donation for this purpose yet?
