THE RIGHT OF SELF—PRESERVATION

Dear Friend:

“The majority has by its broadside swept away one of our most precious rights, namely the right of self—preservation.” With these words Justice Clark expressed his dissent to the verdict of the Supreme Court which, on January 23, by a 5 to 4 majority, declared unconstitutional various laws of New York State designed to keep subversives off the staffs and faculties of public schools and state colleges.

This verdict of the Supreme Court is in tune with the growing conviction that the Russian Communists and the American Communists no longer present a significant danger to the life, liberty, and pursuit of happiness of the people of the United States. Many believe Red China now has a monopoly of the danger.

In basing national and foreign policy on this belief, the responsible authorities are taking an enormous gamble. If the belief that the nature and goals of Russian Communism have fundamentally changed proves delusional, the consequences for the people of this country will be catastrophic indeed.

There is much objective evidence that the Russian Communists have not renounced the theoretical objective of world conquest nor their program to consummate this end. While they express a willingness to make agreements on such subjects as the atmospheric testing of atomic weapons and the peaceful use of outer space, the projects necessary to their strategy of conquest continue unchanged. Concessions are made in areas which do not affect their essential program.

The formula of communist conquest is, “External encirclement, plus internal demoralization, leads to progressive surrender.” This formula utilizes nuclear blackmail rather than nuclear destruction.

Projects of this Soviet program include the following:

1) Wholehearted Russian military and diplomatic support for the communist conquest of Vietnam.

2) The establishment of a new “Communist International” in Cuba which is waging war on the governments of the countries of Latin America as part of the war against the United States.

3) The military buildup within Russia.

4) The concessions made to the countries of Western Europe designed to break their alliance with the United States.

SUPPORT OF THE VIETCONG

The Russian support of the communist forces in Vietnam is thoroughly documented and openly acknowledged. It includes the provision of such sophisticated military weapons as MIG aircraft and anti—aircraft missiles, as well as the training of the Vietnamese in their use. Without Russian support, the war could not continue in its present form.

COMMUNIST INTERNATIONAL IN LATIN AMERICA

A new International has been established in Cuba, and Russian—Cuban subversion is proceeding everywhere throughout Latin America. A Tri—Continental Conference was held in Havana last January under Russian sponsorship. It brought together 600 communist and revolutionary delegates and observers from 82 countries in Asia, Africa, and Latin America. At this conference they formed organizations to promote Vietnam-type wars and combine them into a global war of subversion. Two of the organizations established are——The Latin American Solidarity Organization (LASO) and The Latin American Continental Students Organization (OCLAE).

Cuba contains 43 guerrilla training camps for the recruits of these organizations. These trained subversives are causing turmoil and threatening governments in such countries as the Dominican Republic, Colombia, Venezuela, and Guatemala. The strategy is to establish People’s Warfare using guerrillas in the countryside to encircle the cities.

Venezuela

We may take Venezuela as a typical example of communist subversive activity. The communist “National Guardian” of February 4, carries a report of activities there. This report shows that the revolutionaries are now placing greater emphasis on the peasantry. One of the leaders of the revolution is Luben Petkoff, and he states: “The peasants are becoming convinced of the seriousness of the revolution and its chances of success. The evidence for this is the new spirit of discipline and the greatly improved quantity and quality of arms.” Petkoff said that 90 percent of the guerrillas in his sector now have automatic weapons as used by their enemies. (Page 4) This revolutionary force is dependent upon Russian financial support. This situation is typical of the condition in many Latin American countries.

RUSSIAN MILITARY BUILDUP

The “U. S. News and World Report” of February 6, contains an article entitled “Is Russia Winning the Arms Race?” It states, “Russia, not the United States, is now pushing hardest with nuclear weaponry both for offense and defense.” It claims that in 1962, the U. S. enjoyed vast superiority in strategic weapons whereas today the U. S. lead is cut to one half. By 1972, there is grave danger of Russian superiority.

The potential danger of nuclear blackmail is clear.

WESTERN EUROPE

Russia is wooing such European nations as France and Italy. This is ominous in the light of the total world situation. There is also a trend in West Germany towards trade and cooperation with the communist bloc. The objective is to force the United States out of Europe and rob her of allies. If this Russian plan succeeds, the U. S. will be isolated and encircled.

In the light of all these facts, it is difficult to understand the complacency prevalent in so many circles concerning the Russian Communist threat. One consequence of this complacency is the increasing trade in strategic materials with the communist bloc. Henry J. Taylor in a column entitled “We Are Committing Suicide,” on November 1, reported: “President Johnson has advised the export—import bank that increased trade to Poland, Hungary, Bulgaria, Czechoslovakia, etc., was in the national interest and to apply federal financing to it.

“The new items flowing to the Communist bloc, which our government originally said were non-strategic will include automated stamping presses, gear cutting machines, heat treatment equipment, automatic lathes, giant fertilizer plants, an ammonia plant, a urea and a nitrogen acid plant, a metal machine that produces ball bearings, airborne radar equipment, electrolytic tinning line, a continuous steel strip galvanizing line, turbines, generators, and raw materials badly needed for dynamite, precision boring machines, supply pistons in Romania, technical data for integrated steel mills, a cold steel rolling mill, a copper rod mill, pipeline, centrifugal compressors, the chemical antiozonant used with synthetic rubber to make tires, a complete mill for the manufacture of aluminum tubing and coils, nuclear radiation and detection instruments, electronic computers, pyrotechnical rocket engines, hydrogen plant, radio communication receivers and parts, oil—fired steamed generators, refrigeration compressors, grinding machines, and a complete styrene chemical factory used for plastics, vacuum gauges, radiation instruments, railway equipment, airborne navigation equipment, a tandem temper mill, rotary combustion engines, data processing systems, virgin mercury, and computer spore parts.”

CONQUEST BY TRADE

The communists have a deep insight into the nature of the capitalist mentality and the manner by which trade can be used to seduce the capitalist to his own destruction. This is well expressed by the communist, Pat Sloan, writing in “Political Affairs” of October, 1966: “The fact is that some capitalists do let themselves be used to build socialism if it is profitable business, and even if it is contrary to some of their class interests. This is one of the contradictions of modern capitalism and imperialism.” (P. 22)

Every voice must be raised to awaken people to the danger Russian Communism continues to present to the life, liberty, and pursuit of happiness of every citizen of the United States. The American Communist Party is an agency of the Russian Communist Party and in this light local communists must be judged.
DR. SLUIS REPORTS FROM THAILAND AND VIETNAM

En route to Thailand, Dr. Sluis revisited Saigon in South Vietnam. He reports that he made some very useful contacts which should provide more efficient channels for the distribution of our literature. He writes: “I visited with the Minister of Social Welfare, an Oxford graduate, who was with Prime Minister Ky in Australia and New Zealand. He saw the need for nongovernmental educational groups because ‘the people pay little attention to us.’ He promised to set up an itinerary for me in Saigon and elsewhere on my return to Vietnam now planned for March.

“A fascinating visit was with the special assistant to President Diem who had been associated with the former President for 25 years. In a conversation of more than two hours, he demonstrated remarkable personal serenity and a thorough grasp of the deceptive tactics and strategy of the communists.”

The effectiveness of the distribution of “You Can Trust the Communists (to be Communists) in Vietnam is shown by the following letter from a marine:

“I would like to take this time to thank you for your book ‘You Can Trust the Communists (to be Communists)’ which I received this Christmas.

“Being a serviceman overseas and fighting for the freedom and well—being of all, this book does help me understand the communist ways of life, desires, and goals. Your book also helps a person keep an upper chin when he gets downhearted, confused, and fed up with the war that at times seems to be a waste of money and time. It is not hard to get this way in a country that is as unstable as this one is. But I have seen the communists’ way and destruction over here, and with the added information which — is in your book, I will be able to go home in April and relay to my family and friends our true mission over here,”

From Thailand, Dr. Sluis writes: “I have met with the Presbyterian, Overseas Missionary Fellowship, Catholic, and Christian Alliance missionaries. I have had opportunity to speak to 60 Nuns and Priests. I have met the Bishop from Udom in the Northeast who invited me to visit him in his guerrilla— infested territory, and I have received an offer to translate newsletters and your book into Thai. I plan to follow up this offer.

“Yesterday I met the chief information officer of the Ministry of Foreign Affairs, and I look forward next week to a visit with the Foreign Minister. I will keep you informed of developments.”

An army in the field depends upon regular supplies. Please send your contributions so that we may maintain our work in Vietnam, establish our program in Thailand, and continue the educational ministry of the Crusade. I remind you particularly of the three student schools of anti—communism we are planning for this summer. We wish to provide scholarships for 1,000 university and college students so that they can be trained to fight communism and subversion effectively on their own campuses. We have received $35,000 of the $100,000 requested for this vital project.
