The Commission states its conclusions are
based on sociological research which provided no evidence that exposure
to or use of explicit sexual materials play a significant role in the
causation of social or individual harms such as crime, delinquency,
sexual or nonsexual deviancy or severe emotional disturbances. The
research, according to the Commission, was inconclusive, yet they base
their conclusions upon it.
The formula for sexual crime can be expressed:
impulse + opportunity – control = criminal action.
All normal persons are subject to impulses
which, if controlled, would lead to criminal activity. These impulses
are extremely powerful but vary in frequency and endurance. The Commission
states that sexual impulses are stimulated by pornography. It is a
logical conclusion that this will increase sexual crime.
The permissive society allows ample opportunity
for the indulgence of illicit impulses.
The central question in relation to sexual
crime is the degree of control. This control may be external or internal.
External control is applied by society through legal and social sanctions.
As the probability of legal punishment diminishes, the probability of
sexual outrage increases. This also applies to social disapproval.
The legality of pornography implies social approval.
Internal discipline comes from religious faith
and moral training in the home, the school, and the community. How
can any serious person doubt that pornographic material that stimulates
strong sexual urges and glamorizes illicit and perverse indulgence,
will contribute to the breakdown of the will to resist?
In the last analysis, the reason for self-control
is that it is against the law of God. Those who do not believe in God,
do not believe in His laws. Often they see no reason why they should
obey the laws of man if they can break them with safety. The increase
in lawlessness and crime in America is an expression of the loss of
faith in God and His law.
The Commission on Obscenity and Pornography
has advanced the cause of demoralization and the probability of communist
slavery. To paraphrase the words of Madame Roland as she awaited the
guillotine, “O sociological research! what crimes are committed in thy
name.”
An official headquarters for the Black Panther
International has been opened in Algiers, Algeria. This is reported
as follows in the Guardian, October 3, 1970, Page 16:
“Panthers open international HQ

“The international headquarters of the Black
Panther party opened here this month in a 10-room, two-story house last
occupied by the National Liberation Front of South Vietnam.
“Since Algeria broke diplomatic relations
with the U.S. in June 1967 following the Israeli war, the Panther international
office—headed by exiled party minister of information Eldridge Cleaver—is
the only official representation the American people have in Algeria.
“The U.S. government’s lavish Moorish-style
embassy has been reduces to the status of an ‘American interests section,’
flying the Swiss flag who handle limited U.S. affairs here.
“Inauguration of the Panther office Sept.
13 was treated as a major event here, not only as recognition of the
Panthers as a national liberation movement but because the office is
the first representation abroad of black Americans in U.S. history.
“In a press conference prior to the opening,
Djelloul Malaika—in charge of relations with national liberation movements—stated
Algeria’s support of the struggles waged by the Black Panther party:
‘The National Liberation Front, which has never spared any effort to
contribute its unconditional support beyond any suggestion of compromise
to those struggling for freedom, will continue to contribute effectively
to the strengthening of their struggle, placing itself at their side
in countering imperialism’s maneuvers.’
“Cleaver replied that ‘the Black Panther party
is the legitimate representative of black people who are struggling
inside the U.S. Black people, with the Black Panther party as their
vanguard organization, have already unleashed a war of national liberation
and national salvation inside the U.S. . . . By our actions we have
clearly stated to the whole world, including the U.S. fascist imperialists
themselves, that we reject the house of slavery of the United States
of America and intend to change it into a social system of freedom and
peace.
“On hand for the opening ceremonies in addition
to the many representatives of national liberation movements of Africa
and Asia, diplomats, press and friends, were the members of the U.S.
people’s anti-imperialist delegation just arrived from Pyongyang, Hanoi
and Peking.
“Among the international section’s immediate
plans are a series of publications and the strengthening of ties with
the liberation struggles in Africa, the Middle East, Asia and Latin
America.”
The strategy and policy of the Black Panther
International is stated as follows by Eldridge Cleaver at a press conference
in Algiers on September 13, 1970:
“The strategy of the Black Panther party in
both coping with this savage repression and unceasingly pushing forward
our struggle is:
1. Unite the forces of
Black people.
2. Form a concrete United
Front with all the progressive anti-fascist, anti-imperialist forces
inside the U.S.A. that are willing to unite.
3. Join in the International
United Front against fascist repression and imperialist aggression,
particularly U.S. fascism and imperialism.
“The International Section of the Black Panther Party
is an extension and a growth out of the domestic struggle of our people
into the international arena. Our Minister of Defense said:
“‘There is not one fascist or reactionary
government in the world today that could stand without the support of
United States imperialism. Therefore our problem is international.
. .’
“We proclaim our solidarity with all those
struggling jointly with us against colonialism, racism, fascism, imperialism
and neo-colonialism.
“Therefore:
“We support the just struggle of the Vietnamese
people for unification, independence, and national salvation; and, in
particular the struggle of the Provisional Revolutionary Government
of South Vietnam.
“We condemn the U.S. imperialist aggressors,
their puppets and lackeys who are perpetrating a vicious war against
the innocent Vietnamese people.
“We support the heroic struggle being waged
by the Cambodian people against the U.S. imperialist invaders.
“We condemn the U.S.-CIA backed plot to remove
Samdech Morodom Sihanouk, Head of the National United Front of Hampuchon,
and we condemn the U.S. puppet Lon Nol-Sirik Matak clique.
“We support the courageous struggle of the
Laotian people for complete independence and national salvation.
“We condemn the U.S. imperialists and the
vicious war of aggression upon the Laotian people.
“We support the just struggle of the Korean
people for unification of their fatherland.
“We condemn the illegal U.S. imperialist occupation
under the United Nations banner of the southern half of Korea; and the
South Korean puppet regime of Pak Jung Hi.
“We support the glorious revolution of the
Chinese people.
“We condemn the fascist, U.S.-backed regime
of Chiang Kai-shek upon the Chinese people’s territorial Province of
Taiwan.
“We support the Palestinian people in their
just struggle to regain their homeland.
“We condemn the Zionist-Israeli aggressors,
backed by U.S. imperialism, for their illegal occupation of the Palestinian
homeland.
“We support the African people’s struggles
for liberation and independence; particularly, the liberation struggles
now being waged in the Portuguese colonies, South Africa, Zimbabwe and
Nimibia.
“We condemn the U.S. imperialist-backed government
policies of apartheid, colonialism, and neo-colonialism perpetrated
throughout Africa.
“We support the struggles of all the South
and Central American countries against U.S. imperialism and neo-colonialism,
particularly the dynamic liberation struggle of the Uruguayan people
and the Tupamaros.
“We condemn the U.S. imperialist-fascist puppet
regime of Jorge Pacheco.
“We also support the revolutionary struggle
of the Cuban people for socialist construction.
“We condemn the unceasing acts of aggression
by the U.S. imperialists against Cuba, particularly the inhuman economic
blockade.
“We support the heroic struggle of the Japanese
people for freedom from fascist repression.
“We condemn the fascist, militarist puppet
regime of Eisaku Sato.
“We support the struggles of the peoples of
the Islands of the Sea; the people struggling inside European imperialist
countries; and all peoples fighting for freedom, independence and national
salvation.
“We condemn all the colonialists, racist,
fascist and neo-colonialist regimes, puppets and lackeys of imperialism,
especially U.S. imperialism.” Page 16.
Cleaver Urges Mutiny by Black Servicemen
Eldridge Cleaver is following the example
of Lenin and trying to promote mutiny in the armed forces by inciting
the blacks to rebellion. He made a speech over the Voice of Vietnam
Radio Hanoi, Democratic Republic of Vietnam, August, 1970, which is
published in the Black Panther of September 26, 1970.
This speech reveals the flexibility and skill
of Cleaver. Its tone is much more restrained than many he has delivered
on other occasions, and he makes no mention of his devotion to socialism
and communism. He skillfully exploits black grievances and black solidarity.
He states the ideal action is to kill the officers and black men who
are loyal to the United States:
“If you can get up the courage to do it, you
should start ripping off those uncle tomes and those pigs who’re giving
you orders to kill the Vietnamese people. You should start blowing
them away. Throw those hand grenades at them. And put that dynamite
up under their houses, up under their jeeps. And rip off General Abrams.”
Pages 14 and 15.
He realizes that many black men will not take
such extreme action so he has other suggestions. These include desertion
and organization to demand such things as: 1) Removal of black soldiers
from combat; 2) The release of Bobby Seale. Extracts from his speech
are published:
“I want to say something in particular to
the Black GI’s—brothers who’ve gotten tricked off into Vietnam by racist
pigs, who have you over here committing murder and genocide, all kinds
of atrocious acts against the Vietnamese People. We’ve been talking
to representatives of the Viet Cong, talking to people in North Vietnam,
and we’ve been told about what’s been going on and what you’re doing
down there. And I find it difficult to understand what’s going on inside
you cats’ heads, because I know that you know about Richard Nixon.
You know that he’s a racist pig, and that he doesn’t care anything about
Black People. You know that a pig like Spiro Agnew is the enemy of
Black People; and, that they’re nothing but a bunch of cheap politicians,
power-hungry politicians who’re running a game, and who’re fronting
you off – have you over here at the risk of your life, and at the risk
of many deeper interests, which I want to talk about in a minute. But
they have you going through all these changes, supposedly in defense
of America. . . . What they want to do is to dominate the world and
control the world sot that their big corporations can exploit the natural
resources of the people and enslave the people, just so they can have
power and control the world. That’s all that’s involved. . . . There’s
no such thing as the Vietnamese people wanting them over here. They’ve
got a few bootlickers over here, like the Thieu-Ky clique in Saigon,
and all those other bootlicking puppets they’ve had in the past—chumps
like Chiang Kai-shek, sitting off in the middle of the water, talking
about he’s the rightful ruler of China.
“I live in the state of California myself.
And I know Richard Nixon. I been checking this chump out over the years.
And I wouldn’t risk the life of a fly, of a dead fly for anything that
lying chump would say. And you should know it, if you don’t know, that
there’s a war going inside of Babylon, inside the United States of America.
Not a day goes by now that you can’t hear about some pig getting offed
by a brother, or some brother or sister getting offed by a pig. Because
Black people have risen up throughout the U.S. and they’re moving for
their liberation, and we’re trying to put together a Black Army so that
we can take our freedom from these pigs who are fully determined to
keep it from us.
“And in talking to the representatives of
the Viet Cong, some of the cats and some of the chicks who’ve actually
been down there shooting at you chumps, they tell us that it seems to
be more and more Black G.I.’s on the front lines these days. And from
the amount of casualties, the amount of dead bodies coming back to the
U.S., we know, and we know historically, that these White racist pigs
are fronting the brothers off and sticking them out front, so that they
get ripped off.
“Now the reason for this is that in the first
place they didn’t want you running around in the streets of the U.S.,
because of the struggle that’s going on there. They didn’t want you
there because you would have participated in the struggle. . . . And
now that you’re in Vietnam, they’ll train you to be murderers and to
use guns and to use hand grenades and all other forms of weapons. So
you know that they don’t want you to go back to Babylon now, with all
things that are going on there. So what they’re doing is programming
this thing so that you cats are getting phased out on the battlefield.
They’re sticking you out front so that you’ll get offed.
“There’s a large anti-war movement in the
U.S. The Congress and the Senate is divided over whether or not the
troops should be withdrawn now or later. People no longer argue about
whether or not the war is justified. Even that foul, perverted pig
Nixon doesn’t do it in the U.S.
“So instead of just walking around on a trip,
hoping that you survive, why don’t you do something to insure your survival.
Demand. You can get together, draw up a petition and send it to the
lawyer of the Black Panther Party, Attorney Charles R. Garry. He’s
a Black Panther lawyer, and, he’ll deal with this case, if you cats
ask him to do this. His address is 341 Market Street, San Francisco,
California.
“Another thing I want to let you know about
is Brother Huey P. Newton is out of jail. . . . He’s back on the streets
giving leadership to the Black Panther Party again. And the struggle
is really speeding up. And we need you brothers there to join us in
the struggle for the freedom and the liberation of our people. . . .
Our Chairman, Bobby Seale, is in jail right now, and they’re trying
to put him on trial for his life in the state of Connecticut, in New
Haven. They want to execute the brother. And you brothers can create
an issue that would be very helpful. If you would get a petitions together
and get all the brothers—not only the brothers, but the White cats there
too, anybody that can relate to reality—get them to sign this petition.
And send copies of it to Charles R. Garry, our attorney. And send it
to the NAACP. It doesn’t matter who you send it to, but just make some
noise about this.
“Also, if you have enough soul and if you
have yourself together, instead of stumbling around down there until
you get ripped off—and these cats will rip you off—you should desert—if
you don’t want to do anything else.
“One of the important things that we’re confronted
with these days is: they take these cats to Vietnam, turn them into
cold-blooded, vicious murderers, and then take them back to the U.S.
and put them on the police forces. And turn them loose on the Black
community. And we have to contend with that. And they’re treating
us the same way they want to treat the Viet Cong. . . .
“They’ve picked up some techniques and they’re
treating those pigs the same way the Viet Cong are treating you fools
down there right now.
“We recognize you to be the potential revolutionaries
who could bring about a lasting change in the U.S.
“All power to the people! Revolutionary power
to the soldiers in Vietnam—Who should be in the United States killing
pigs like Richard Nixon, Spiro Agnew, and all those other war-mongering
dogs who’re getting our brothers killed in Vietnam. All Power to the
People.” Pages 14 and 15.
One test of the validity of a program which
promises peace and harmony for the entire world is the measure of peace
and harmony it can produce among its own devotees. Communism fails
this test dismally. Different branches of the communist movement fight
each other fanatically. A recent example is the report by Victor Perlo,
chief economic spokesman of the American Communist Party on the treatment
he received from the Trotskyite Communists at a left-oriented economic
conference entitled “Capitalism in the 70’s.” The conference was held
at the Catholics Economics Institute in Tilburg, Holland. Perlo reports
in the Daily World, Thursday, October 1, 1970, Page 6:
“A few months ago the Belgian Trotzkyite Ernest
Mandel was again refused a visa to speak in the United States. This
time – as I recall – the State Department advocated granting the visa,
but Attorney General Mitchell overruled it. A wide variety of organizations,
including the U.S. Communist Party, is supporting the appeal now before
the courts.
“Mitchell and his loquacious wife are the
political Neanderthals of the Nixon Administration, from whom the most
outrageous and the most idiotic actions may be expected.
“But a few weeks ago in Tilburg, Holland,
Professor Mandel dropped his suave academic manner. He joined with
his political sidekicks, Andre Gorz of France and Elmar Altvater of
West Germany, to organize a gang of political Neanderthals to try to
suppress somebody else’s freedom to speak.
“I was the somebody else. And the attempt
was made because I presented the viewpoint of the U.S. Communist Party
and the world Communist movement on the perspective developments of
the coming decade.
“In essence, Mandel, Gorz and Altavater used
the same arguments against me that Mitchell used against Mandel. And
they were motivated by the same basic drives – a fierce hatred of the
Soviet Union and the Communists.
“They used the same tactics as I have seen
used many times by Legionnaires and Birchites trying to break up peace
meetings and prevent anti-war speakers from being heard.
“Fortunately, the West European Trozkyites,
et al., do not have state power in Holland. The essential power was
exercised by the 1,000 participants in the left-oriented economic conference
– Capitalism in the 70s – held at Tilburg. Most of the participants
were Dutch students. By overwhelming votes, and counteractions they
rebuffed Mandel and his associates.
“Some details were reported in a Daily World
news story (9/24). To review briefly, the Trotzkyite clique tried:
1. To prevent my talk by
calling a side meeting at the same time. Less than one percent walked
out of the packed hall to attend it, however.
2. To break up my talk
with organized whistling, interruptions, jeering. This was rebuffed
by the audience.
3. To get passage of a
slanderous resolution denouncing Perlo and the Soviet Union. This was
voted down by a margin of at least 4 to 1, and perhaps as high as 8
to 1. There was only a show of hands, no teller vote.
4. To block publication
of my talk in the book of conference proceedings – this was defeated
by a similar margin.
“The clique expected an easy victory. The conference
was held at the Catholics Economic Institute, traditionally one of the
most conservative in Holland. Following a militant student strike two
years ago, the student body and part of the faculty were radicalized,
and consider themselves Marxists. But their Marxist “authorities” have
been exclusively people like Mandel and Sweezy. There wasn’t a single
item from any Communist Party author on the conference literature tables.
And the speakers’ list at the conference was overweighted by anti-Communist
leftists.
“So this was a confused body of young people,
militant and anti-imperialist, but steeped in anti-Soviet, anti-Communist
Party, anti-working class propaganda.
“My talk, presenting a contrary view, not
only in general, but on such specific questions as Czechoslovakia, was
a first exposure to many. It couldn’t change the views of the majority
on such critical questions.
“But they were turned off by the goon tactics
of the Trotzkyites. They believed in the conference call, for unity
of anti-imperialist forces – a line stressed in my speech. And they
acted accordingly. They saved the conference from being converted into
a propaganda platform for U.S. imperialism.”
“If a man sees that the roof in a factory
is leaking and things have been getting wet for such a long time, he
must have a very deep conviction to believe in the Revolution. It wouldn’t
be hard for him to conclude that this thing is no good, that there is
no future for it if five years can go by and a leaky roof in a factory
is not repaired. That is the situation there.
“We made it a point to visit some of the places
mentioned in yesterday’s meeting. The comrade had stated that men had
been there several times and had taken measurements but that nothing
more was ever done in four or five years. I asked Comrade Almeida to
visit the place with me to see if we could find an immediate solution
to the problem there. It just so happened it rained while we were on
our way to the plant, and after we arrived there it began to rain harder.
As a matter of fact, anybody would think that a description of what
actually happens there when it rains hard is a little exaggerated.
It’s really incredible how much water comes pouring in during a cloudburst!
It makes you really appreciate the battle that must be waged by a trade
union representative or a Party cadre at a plant where such things as
that have been going on for five years.
“It is a fact that even the finished goods
get wet there. You can see the finished printed matter getting wet,
the things we have acquired with foreign exchange being ruined. The
machinery isn’t helped any by the moisture, either, and there’s a danger
of accidents being caused by short circuits in the electrical wiring
and things like that.
“Then what? This has been going on for five
years. It makes you wonder how anyone can speak about saving, economizing
on foreign exchange and making an effort to attain development and promote
the economy to 400 workers at a plant where nothing has been done about
a leaky roof and merchandise is being ruined as a result.
“Undoubtedly, such a situation makes the work
of the Party and the trade union very difficult indeed.” Granma,

“Only by giving prominence to proletarian
politics, doing a good job of ideological revolutionization, putting
politics in command of technique and revoolutionization in command of
mechanization, can we deal with various complicated situations, overcome
all sorts of difficulties and successfully fulfill our tasks.” From
